IRWIN because he rescue 60 soldiers of a unit that wasnt his.the first medal of honor was made in phidadelphia and it was requested by secretary of navy gideon welles.the medal of honor is one of the highest action award that its givin to brave soldiers and to many people that risk their life against enemy forces this award is givin to the person by the president.to all the presidents that have present the medal of honor have said that its and honor to them to present the medal of honor because is a great award that symbolice heros that have risk their lifes in many ways.
